The tiers

T0Observe — read, compute, narrate. No approval.

T1Prepare — drafts and staged artefacts. Notify after.

T2Propose — client-affecting. Partner approves first.

T3Execute — money moves. Dual approval or a valid Accord.

AccordNot available

An Accord is a standing, consented, bounded authorisation — "may rebalance within ±5% without asking each time". It is what would make T3 legal.
